A yellow-card average shows the punishment count, but not how readily the referee reached for the pocket.
One official finishes a typical match with four yellow cards from 14 fouls; another produces the same four yellows from 28. Their card averages are identical, yet the first records one yellow per 3.5 fouls while the second needs seven fouls per yellow.
That gap exposes why strict and lenient are often too blunt. The first referee may allow more contact but punish the fouls that are called more aggressively. The second may whistle minor infringements frequently while reserving cards for clearer misconduct. The foul-to-card ratio separates those tendencies by showing how often a called foul turns into a caution. It still needs context—tactical fouls, match intensity and competition norms all affect the numbers—but it reveals a disciplinary pattern that cards per match can hide.

Both showed 20 cards, so a card-total comparison makes them look identical. The underlying matches were not managed in the same way. Referee A called 40 more fouls and issued one card per five calls; Referee B called fewer fouls but converted a much larger share of them into sanctions.
That does not automatically prove B was harsher. Match difficulty, competition style, advantage decisions, and what was recorded as a foul can all shift the result. The ratio is best read alongside fouls per match and cards per match, following a broader method for interpreting referee statistics.

Add a derby with 30 fouls and ten cards, and the four-match figure falls to 4.4. The referee suddenly appears far quicker to sanction, although one unusual appointment created most of the change.
This effect is strongest when appointments are limited. Suspensions, rotation between competitions, or a small data window may leave only a handful of matches, allowing one mass confrontation or ill-tempered game to dominate the total. Before interpreting the figure, it is worth checking whether the sample contains enough matches to absorb that volatility.
A practical comparison uses two views:
If both move in the same direction, the signal deserves more attention. If only the short window changes, the match list should be inspected before any conclusion is drawn. There is no universal minimum, but eight varied appointments usually say more than three matches from the same competition or month.
A volatile match is still real evidence. The better approach is to report the ratio with and without that fixture, then explain why the two readings differ.
