An intentional attempt to score. Goals, saved efforts, attempts sent wide or over, shots blocked by defenders, and efforts that hit the frame of the goal can all count as shots.

A busy attack can produce an impressive total without seriously testing the goalkeeper.
A team may spend half an hour around the penalty area, take 12 shots, and still record only two on target. The figures are not contradictory: shots capture attempts, including efforts sent wide, struck over the bar, or blocked, while shots on target identify attempts that would enter the goal without a save.
That distinction changes how player performance statistics are interpreted. A high shot count can suggest attacking intent, territorial pressure, or frequent openings—but not necessarily sharp finishing. The basic test is direction: would the ball have entered the goal without an intervention? A routine save qualifies. A defender blocking an attempt well before the goal usually does not. Does a rebound create another shot?

A high shot count usually signals attacking volume: a team reached shooting positions and repeatedly chose to finish. It does not prove that those positions were dangerous. Twenty speculative efforts from distance can offer less threat than a handful of clear openings.
Shots on target narrow the record to goals and goal-bound efforts that require intervention. This makes the figure useful for describing accuracy and goalkeeper involvement, but it still says little about difficulty. A slow shot struck centrally from 25 metres counts on target even when it is gathered comfortably.
The opposite can be equally misleading. A close-range attempt that beats the goalkeeper but hits the post is normally recorded off target, despite being a much better chance than the routine central effort.

That gap is why analysts often add expected goals (xG). Rather than asking only where the ball finished, xG estimates how likely an attempt was to become a goal based on factors such as location, angle, assist type, and defensive pressure. The exact inputs vary by model, so understanding how shot xG is calculated helps explain why providers may assign different values.
On-target rate—shots on target divided by all shots—helps describe accuracy, but it does not reveal whether attempts were sensible or difficult. A striker receiving close-range chances should usually post a higher rate than a winger shooting through crowded defenses or from distance.
Shot conversion rate—goals divided by shots—adds finishing output, yet a few goals can distort a short run. Putting conversion rate in context means checking chance quality, penalties, player role, and sample size before calling someone clinical or wasteful.
Match state matters too. A team protecting a lead may accept low-probability counters, while one chasing a goal may shoot hurriedly against a packed defense. Both rates work best as supporting evidence alongside xG, shot locations, minutes played, and video—not as final verdicts.
